The ballot was handed out incorrectly: when tearing it out the ballot number didn't stay intact with the registrar. 300 ballots were given out in the mentioned manner. The incident was noted in the logbook and the complaint was submitted to DEC, where observer raises the issue of the chairpersons liability.
