2013-10-27 TI Georgia stationary observer discovered a voter who was able to vote despite having already been inked once. As a result, observer filed a complaint. At first, chairman of the commission refused to accept the complaint as he stated that different observers filing a complaint on the same topic was against the regulations. However, our observer explained that such regulation does not exist. Finally, commission accepted the complaint.
