POSSIBLE DISMISSAL OR FORCED RESIGNATION ON POLITICAL GROUNDS

The mayor of Gori fired Oleg Khubuluri, the deputy head of the administrative and procurement service of the City Hall allegedly on political grounds. Disciplinary misconduct was named as the official basis for the dismissal. Khubuluri said he had previously been asked to write a statement and resign, and after his refusal, the Audit Service began an investigation against him. The situation was worsen after Khubuluri made a comment on TV Pirveli, where he said that he was asked to write a statement and resign because he directly supported Giorgi Gakharia`s team.
According to the mayor`s order, the Internal Audit and Inspection Service conducted an investigation and found that Oleg Khubuluri was not on duty. The Internal Audit and Inspection Service of Gori Municipality has registered the attendance of the employees of the structural units based on the instructions of the Mayor. Oleg Khubuluri notes that the Audit Service started the investigation after the above-mentioned TV comment. According to ISFED, Khubuluri`s dismissal was preceded by inspections for three days one after the other.
The order to dismiss Khubuluri states that the services of the City Hall and the Mayor himself considered the TV statement to be significantly damaging to the reputation of the Gori Municipality, as it spread throughout Georgia and misled a large part of the population. According to the municipality, the action violated the public interest and was considered a serious disciplinary misconduct.
Gori Municipality Mayor Konstantine Tavzarashvili does not deny that one of the reasons for Oleg Khubuluri`s dismissal was a "false statement" made to TV Pirveli. He also confirmed that he had asked Khubuluri to appear on TV and apologize.
