According to request of GYLA's observer, chairman of PEC provided act of delivery without signature and seal. Seal and signature are necessary to prove that copy is correct. Observer applied to DEC, after what the problem was solved....

Dmanisi, PEC#43. In the instructions for filling out the ballot paper, #5 was circled in the polling booth. The ballot was handed out incorrectly: when tearing it out the ballot number didn't stay intact with the registrar. 300 ballots were given out in the mentioned manner. The incident was noted in the logbook and the complaint was submitted to DEC, where observer raises the issue of the chairpersons liability....
