The marking procedure was seriously violated. There wasn't the special equipment fir lighting, and the marks were checked via usual lighter. 200 voters had participated in elections in the following way. Observers required to stop voting procedure. They applied to DEC/ only after this became it possible to use special equipment to check the marks.
