In 2006, Zurab Koiava was appointed as a member of Chiatura # 56 DEC. In July 2010 he was sentenced to 3 years prison and fine for robbery, but nevertheless he was still a member of commission until the end of 5 year term. In February 2011, he was appointed by the CEC as a member of the DEC.
In the video Koiava says that he was just fined and it is not incompatible with the work in DEC, but in second comment he says that his conviction has been removed.
